Law journals are necessary components of legal education and lead research in law and related disciplines. It is the primary medium through which scholars, academicians and other legal luminaries contribute to the change, growth and development of law and legal system nationally and globally. India has had long history of publication of journals. The tradition of legal academic writings has re-invigorated in the recent years. With the growth of National Law Universities (NLUs) and the encouragements by specific policy of Bar Council of India (BCI) and University Grants Commission (UGC), the legal research in the country has become truly global.
Himachal Pradesh National Law University, Shimla (HPNLU, Shimla) focuses on research in core areas as well as emerging dimension of law and legal system. The University publishes five law journals. The Shimla Law Review (SLR) is the flagship journal of the University intended to focus on philosophical and historical, and theoretical studies in law. It is a UGC-CARE listed journal and has marked its presence in a very short period of time.
The articles published in the Journal have wide circulation throughout the globe. The papers published in its previous volumes have received accolade from academicians at home and abroad, bar & bench alike. Papers published in Shimla Law Review has been chosen as one of the best fifty-one papers published in English, under peer reviewed journals from across the world, in the decade, 2010-2020, by Cross Examination Debate Association, the United States. Some of the papers published in its previous Volumes have found place amongst the most downloaded papers in the category of ‘jurisprudence and theoretical inquiry’, from the SSRN database.
The fifth Volume of the Review contains multiple themes of scholarly explorations and investigations which are relevant for the contemporary legal scenario. The Volume contains excerpts from the second lecture of “the HPNLU V. R. Krishna Iyer Annual Law Lecture Series” on the subject of “Hindu Philosophy and the Modern Jurisprudence”, delivered by Hon’ble Justice V. Ramasubramanian, former Judge, Hon’ble Supreme Court of India. Some of the themes of research paper published in the present Volume include, philosophical exploration and theoretical critique of limits of law and legal system in regulating aspects of individual and social life. The article on Uniform Civil Code is expected to be an academic treat for the readers. A theoretical investigation in the concept of right and its expanding horizons extending beyond the anthropocentricism is included. The paper specifically explores rights of animals and current status of the right in Indian jurisprudence.
Moreover, the contemporaneous issues including socio-economic laws relating to rights of workers, social security, reservation and affirmative actions, criminal procedure, developments in corporate laws etc. are included. Further, the emerging interface between technology & law and challenges posed by the former are also probed in the volume.
We look forward to more quality-global discourses in the future volumes of the Review. I am confident that the papers published in the present Volume would add to the existing debate in a more constructive manner while also paving the way for further debate and research.
