About the Electoral Literacy Club, HPNLU, Shimla

The Electoral Literacy Club (ELC) at Himachal Pradesh National Law University, Shimla, was established in June 2025 pursuant to Order No. 23-1/21-HPNLU/Estt.-665. It serves as a vibrant and inclusive platform dedicated to fostering electoral and political literacy in a strictly neutral and apolitical manner. The ELC is a flagship initiative under the Systematic Voters’ Education and Electoral Participation (SVEEP) programme of the Election Commission of India and the Himachal Pradesh State Election Commission.

The Club has been constituted with the vision of advancing voter education, awareness, and literacy among students and the surrounding community. Its mission is to cultivate “Empowered Voters” capable of making informed, ethical, and responsible choices, thereby strengthening the foundations of Indian democracy.

Guided by the spirit of the Preamble to the Constitution of India, the ELC firmly believes that the ideals of Justice, Liberty, Equality, and Fraternity can be fully realised only when citizens are electorally literate and actively engaged in democratic processes. Through its diverse initiatives, the Club seeks to bridge the existing gaps in political awareness, encourage critical thinking on governance issues, and nurture a generation of politically conscious individuals who can rise above rhetoric and contribute meaningfully to the nation’s development.

In furtherance of its objectives, the ELC also undertakes the activities and vision of the erst while Centre for Parliamentary Studies, continuing the University’s efforts to promote legislative and parliamentary literacy.

The Club regularly organises a wide range of initiatives, including:

1)     Youth Parliament& National Youth Parliament – Simulations of parliamentary proceedings to enhance legislative understanding and public-speaking skills.

2)     Electoral Literacy Programmes – Workshops, quizzes, and awareness campaigns focusing on elections, voting rights, and the importance of democratic participation.

3)     Field Visits –Educational tours to the Himachal Pradesh Vidhan Sabha and other democratic institutions for experiential learning.

4)     Interactive Sessions – Engagements with policymakers, election officials, and scholars on electoral reforms, good governance, and participatory democracy.

Through these efforts, the Electoral Literacy Club aims to instill in students a deep appreciation for the power of their vote, enabling them to play an active role in shaping an equitable, just, and progressive society.

Objectives of the Electoral Literacy Club

1)     Promote Electoral Awareness: To educate students and the community about their voting rights, election processes, and the significance of electoral participation.

2)     Develop Critical Political Thinking: To enable members to analyze governance issues objectively and encourage informed decision-making.

3)     Strengthen Democratic Engagement: To foster a culture of responsible citizenship and active participation in local, state, and national elections.

4)     Encourage Youth Leadership: To build public-speaking, debating, and leadership skills through simulations like Youth Parliaments and interactive sessions.

5)     Bridge Academia and Democracy: To create a sustained dialogue between students, policy makers, and institutions, ensuring a practical understanding of the democratic process.
